Official category reference: the Venezuelan Embassy in Colombia and Consulate in Riohacha list tourist, business, investor, labor, student and rentista categories. These mission-specific pages are not a universal fee or eligibility schedule. Confirm the route with the mission competent for your legal residence; a business or tourist description does not establish a right to take employment.
Direct answer: The Transeúnte Rentista (TR-RE) category is for non-migrants who live on lawful foreign rents or a pension. Resolution 364 sets a clear floor: USD 1,200 per month generated abroad for the main applicant, plus USD 500 per accompanying family member. It is not a work visa and not a tourist stamp.

Article 17 of Resolution 364: granted to non-migrant persons who live on their lawful rents or pension, with monthly income equivalent to USD 1,200 generated abroad. When traveling with family members, the applicant must also show fixed monthly income of USD 500 for each companion. [Resolution No. 364 (Articles 17–19)]

MPPRE’s public TR-RE page repeats the same dollar figures and lists core recaudos (passport, photos, family evidence, ticket copy, medical certificate, consular fee). [MPPRE TR-RE requirements]

What counts as qualifying income

Consular practice focuses on passive, recurrent, foreign-source income:

  • Pensions (social security, private, government) with official payment certificates
  • Rental income from property abroad with contracts and proof of payment
  • Dividends, interest, annuities — documented as regular flows without active local employment

Active salary from a job is the wrong theory; that points toward TR-L or another category. France’s consular page has required a handwritten promise not to exercise permanent remunerated activity in Venezuela during the stay — check whether your mission imposes the same. [Venezuelan Consulate in France: TR-RE]

Duration and renewal

Article 19: one (1) year validity, multiple entries, same term of permanence. After expiry it may be extended for equal periods by the Interior Ministry if the foreign income sources still exist and are justified. [MPPRE validity and extension note] [Venezuelan Embassy in Japan]

Documents

  • Passport (≥ 6 months validity)
  • Photos
  • Proof of monthly income ≥ USD 1,200 (pension letter, bank certification of regular credits, notarized rental documentation, etc.)
  • Recent bank letter / movements showing the income landing (some posts reject mere printouts)
  • + USD 500 evidence per dependent + relationship documents
  • Criminal record where required (often < 3 months old, apostilled)
  • Medical certificate where listed
  • Copy of ticket or itinerary (do not over-commit before approval)
  • Consular fee

Family add-ons

Budget the extra USD 500/month proof per companion and civil-status documents. Dependent work rights are not implied. [official MPPRE family-income instructions]

Who should not use TR-RE

  • People whose only income is active employment they plan to continue remotely without checking tax/immigration interactions
  • Applicants hoping to take a local payroll job (use TR-L)
  • Anyone who cannot document stable foreign passive flows

Checklist

  1. Twelve months of income evidence trail if available
  2. Official pension or passive-income certificates in Spanish or with certified translation
  3. Apostilles ordered early
  4. Family math: 1,200 + 500 × dependents
  5. Mission-specific forms and appointment channel confirmed

Rentista vs digital nomad myths

TR-RE is a statutory category for people living on foreign rents or pensions. It is not marketed in Resolution 364 as a “digital nomad visa.” If your income is active client work performed remotely, discuss with counsel whether rentista, business, or another theory fits — do not force passive-income paperwork onto active earnings. [Resolution No. 364 (Articles 17–19)]

Evidence quality that consuls trust

Strong files show a clean chain: payer → regular credit → balance sufficient for the stay. Weak files show one-off transfers, loans labeled as “income,” or screenshots without issuer letterhead. Pensioners should obtain official payment certificates; landlords abroad should notarize leases and attach proof of rent received.

Renewal discipline

Article 19 ties renewal to continued foreign income sources. Calendar the expiry, refresh certificates early, and keep entry/exit records organized for Interior Ministry extensions.

Currency and proof of the USD 1,200 floor

The resolution states the floor in US dollars. Consulates in euro-zone countries sometimes describe equivalent amounts in local currency for practical collection of evidence, but the statutory reference remains USD 1,200 / USD 500. Convert carefully and keep issuer letters that state amounts and frequency in a way a consular officer can audit. [MPPRE TR-RE page]

Inflation and exchange-rate moves in the applicant’s home country do not change the Venezuelan legal floor; refresh certificates close to the appointment date. [MPPRE TR-RE page]

Tax residence caution

Spending long periods in Venezuela on TR-RE can raise tax-residence questions in Venezuela and in your home country. Immigration status and tax residence are related but not identical. Coordinate with a tax adviser before planning 180+ day stays year after year.

Rentista income floor (Res. 364 Art. 17)

Main applicantUSD 1,200 / month from abroad
Each dependent+ USD 500 / month
Example coupleUSD 1,700 / month documented

Document examples that usually work

  • Pension: official letter stating monthly amount, currency, start date, issuer contact
  • Rentals: notarized lease plus twelve months of bank credits labeled as rent
  • Dividends: broker or company letters plus recurring bank inflows
  • Bank: institution letter on letterhead confirming average balance and regular credits — not only a mobile-app screenshot

When amounts are in EUR or other currencies, show a clear conversion method so the officer can audit the USD 1,200 floor.

Couples and multi-generational filings

A retired couple with one pension of USD 1,400 and no second income may clear the principal floor but fail the dependent add-on if the mission applies USD 500 strictly. Structure evidence before the appointment; do not invent numbers at the counter.

Living patterns on TR-RE

Many rentistas split the year between Venezuela and another country. Multiple-entry visas support that pattern. Keep entry records organized. Long continuous presence can raise tax-residence questions — coordinate with a tax adviser in both countries.

When rentista is the wrong tool

Remote contractors whose invoices are active professional services often mis-file as rentista. That mismatch surfaces at renewal when the income looks like work, not rents or pension. Choose the category that matches the economic reality.

Case patterns (composite, not clients)

Pattern A: single pensioner with USD 1,800 monthly government pension letters and clean bank credits — usually the clearest rentista profile. Pattern B: landlord couple with foreign rental portfolio and notarized leases — workable if credits are regular. Pattern C: “savings only” with no recurring income — weak under the resolution’s rents/pension framing.

Pattern D: mixed pension plus small dividends — present as a unified monthly floor with clear math for dependents.

Renewal interview mindset

Bring updated certificates, not stories. If income fell below the floor, discuss category change before the appointment. Silence and hope are not a strategy.

Step-by-step applicant journey

  1. Confirm income is passive under a reasonable reading of Art. 17
  2. Calculate USD 1,200 + USD 500 × dependents
  3. Request official pension/rent letters
  4. Obtain bank letters showing regular credits
  5. Apostille police certificates within validity window
  6. Complete mission forms and photos
  7. Appointment, biometrics if required, decision
  8. Enter, keep certificates fresh for renewal

Math worksheet

Principal floor: 1,200. One dependent: 1,700. Two dependents: 2,200. Three: 2,700. Build the file to clear the line with margin; do not aim at the exact cent.

What consulates dislike

  • Screenshots without issuer letterhead
  • One-off family transfers labeled as “income”
  • Loans dressed up as pensions
  • Active consulting invoices presented as rents
  • Expired police certificates

Lifestyle fit

TR-RE fits people who will not need local employment. It is comfortable for split-year residence if multiple entry is granted. It is uncomfortable for founders who will run a company hands-on — that is closer to TR-I or TR-L territory.

Bank letter language that helps

Useful letters state: account holder name matching passport, account open date, average balance over six or twelve months, and a description of regular incoming credits (pension, rent, etc.). Vague letters that only say “the client is solvent” force officers to guess. Guessing rarely helps the applicant.

If your bank refuses detailed letters, ask what format they can issue and supplement with official pension documents. Multiple weak papers do not equal one strong certificate.

Dependents who study or work

A dependent child who later wants to study full-time may need a path toward TR-E. A spouse who receives a job offer needs TR-L analysis. Rentista family status is not a universal work authorization for everyone on the file. Plan transitions early.

Frequently asked questions

What is the minimum income for Venezuela rentista?
USD 1,200 per month from abroad for the main applicant under Resolution 364 Article 17, plus USD 500 per accompanying family member. [MPPRE TR-RE page]

Does pension count?
Yes — lawful pension generated abroad is expressly contemplated, with official certificates.

Can I work in Venezuela on TR-RE?
It is designed for people living on foreign rents/pension, not local dependent employment. Some consulates require a written promise not to take permanent remunerated activity. [Venezuelan Consulate in France: TR-RE]

How long is the visa?
One year, multiple entries, renewable for equal terms if foreign income sources still exist (Art. 19). [MPPRE TR-RE page]

Are bank statements enough?
Often you need formal certificates of income or pension, not only a PDF statement. Some missions specify they do not accept simple account printouts.

What about rental income from abroad?
Usually acceptable if documented with contracts and proof of recurrent payment — confirm with the consulate. [Venezuelan Embassy in Colombia: TR-RE]

Can my spouse join?
Yes with relationship proof and the additional USD 500/month income showing.

Is TR-RE the same as permanent residence?
No. It is a renewable transeúnte category. Longer-term residence follows separate Interior Ministry pathways.
